create links to technical
and financial assistance.
Many reforming countries have indicated that resource constraints
represent a significant barrier to the evolution and implementation of
social protection programs. Resources in demand can take the form of
tangible tools, such as frameworks, costing models or IT platforms that
can take significant time and manpower to create. They can also take
the form of human resources and implementation experience, or financial
resources, such as transitional funding that allows countries to
accelerate reforms for social protection. Countries have indicated a
need for a resource “clearing house” that allows
countries to share and leverage the tools created by one another or by
development partners, as well as access information on available
technical and financial assistance.
To this end, the Network serves as a “connector”
that brings together countries with all types of resources.
The network gathers tools created by countries that may be leveraged by
others, or even facilitate the process of creating new tools in demand
from a number of countries. It provides information to
countries on available technical resources, such as former
practitioners who are willing to act as consultants or donate time for
technical assistance, or available financial resources to support
countries as they implement reforms.
